What is a Carnet de Passages en Douane (CPD)?
The Carnet de Passages en Douane, or CPD, is a customs facilitation document used to cover the temporary importation of road motor vehicles, whether driven or shipped to another country.
A CPD is a globally insured customs guarantee document confirming that customs duties and taxes will be paid in the event that the vehicle does not return to the country of registration. This means that a CPD holder will not be required to pay a customs guarantee deposit in the country where the vehicle is brought on a temporary importation basis.
Without a CPD, you will have to pay a customs guarantee deposit in the foreign country, and it can take weeks or even months for such a deposit to be returned. The authentic CPD can only be issued by members of the Alliance Internationale de Tourisme (AIT) and Fédération Internationale de l’Automobile (FIA), in strict accordance with the terms of the United Nations Customs Convention of 1954 and 1956.
The AIT and FIA network has over 230 affiliated associations operating in 124 countries around the world. All CPD-issuing members are approved by the customs authorities of their countries, and AIT/FIA CPDs guarantee uninterrupted border crossing.
CPDs issued by organisations outside the AIT/FIA network (fraudulent CPDs) are often subject to rejection by customs, as they do not have the financial resources to guarantee the payment of customs duties for all CPDs they issue. Fraudulent CPDs do not have global insurance coverage, and there is no provision for renewal or in the event that a CPD is lost or stolen.
Why do I need a Carnet de Passages “CPD” (Trip Ticket)?
The AIT/FIA CPD is an international document accepted by customs worldwide. The AIT/FIA members, who are the only authorised issuers of the CPD (Trip Ticket), act as guarantors and are committed to paying the customs duties if the vehicle does not return to the country of permanent registration after the CPD’s expiry period.
Once the CPD has been used and is no longer needed, before its expiry date, the vehicle owner can return it to the CPD-issuing organisation in the country of vehicle registration. At this time, they will be refunded the guarantee deposit paid when the CPD was issued.

Status of CPDs from the Automobile Association of Bangladesh:
CPDs only work for the temporary importation of vehicles when they are accepted by the customs authorities of a country. At present, the Bangladesh customs authorities do not accept CPDs for the temporary importation of vehicles into Bangladesh. The Automobile Association of Bangladesh, as the local club in the CPD network, has been working with the Government of Bangladesh to restore the acceptance of CPDs.
However, due to recent political changes in Bangladesh, this process to restore the acceptance of CPDs is currently on hold.
